It seems that this issue happens when WPML try to send emails for translators. In the same time, I see from your debug information that you are using "WP Mail SMTP" which also work on emails. I guess that this issue started to appear after you updated a plugin! Maybe Translation Management or "WP Mail SMTP".
From the debug information, Translation Management is not used in its latest release, please update the Translation Management plugin to the latest release.
Can you give more details on what happened on your website lately, that could help us understand this issue?
Can you also provide the complete stack trace of this issue, so we can track it down to the bottom?
