A manual reinstall process can fix this issue. Could you please give it a try on your end? Just follow these instructions:

- Backup your site and database
- Deactivate all core WPML plugins (WPML, String Translation, Translation Management and Media Translation)
- Login via FTP to your wp-content/plugins/ folder
- Delete all WPML folders
- Go to http://wpml.org/my-account/downloads/ and download the latest WPML Multilingual CMS Plugin, then extract it
- Upload the plugin via FTP to wp-content/plugins/ folder
- Activate the WPML plugin via WP Dashboard -> plugins
- Complete the setup, if needed
- Register WPML for your site (at the end of setup, click on the "generate key" button)
- Navigate to Dashboard -> Plugins and locate WPML Multilingual CMS
- Click on the blue link that says "Registered"
- Download and activate all needed WPML addon plugins

Then, check if the issue persists. If yes, we might be facing an interaction issue with a third-party functionality, in this case:

- Backup your website before proceeding
- Deactivate all the plugins that are not related to WPML
- Switch for a moment to a WordPress default theme like Twenty Twenty-one
- Try to update the WPML SEO plugin. If the issue is gone, activate one by one to see with which one there is an interaction issue

Let us know the results of this investigation. Furthermore, can you enable the debug mode? Please add the following code in your wp-config.php file:

After adding the code above, try to reproduce the issue again and check if you'll find a debug.log file inside the wp-content folder. If you locate it there, please send us the last lines here in the ticket.
