This thread is resolved. Here is a description of the problem and solution.

Problem:
After migrating a website to a live server, the client is facing an error indicating that the WPML Forms config file does not exist.
Solution:
We recommend checking if there is any interference with form translation on the live site, possibly from other plugins or the way Elementor templates are set up and forms are inserted. It's important to translate not only the form but also the page and the template. We suggest using a test site to enable themes and plugins one by one to identify the cause of the issue. Once the problematic component is identified, further troubleshooting can be conducted. If you're experiencing this issue, we recommend following these steps and checking your setup.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket at WPML support forum for further assistance.

I would like to request temporary access (wp-admin and FTP) to your site to take better look at the issue. You will find the needed fields for this below the comment area when you log in to leave your next reply. The information you will enter is private which means only you and I can see and have access to it.

Our Debugging Procedures

I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.

Privacy and Security Policy

We have strict policies regarding privacy and access to your information. Please see:
https://wpml.org/purchase/support-policy/privacy-and-security-when-providing-debug-information-for-support/

**IMPORTANT**

- Please make a backup of site files and database before providing us access.

- If you do not see the wp-admin/FTP fields this means your post & website login details will be made PUBLIC. DO NOT post your website details unless you see the required wp-admin/FTP fields. If you do not, please ask me to enable the private box. The private box looks like this: hidden link

I can see that your WPForms and WPML plugins all have available updates. Please update to the latest version, and then let me know which form (the name of the form) that you are having trouble translating as well as the name of the page where you are displaying the form. Thanks!

It seems that the Translation Management is not picking up the changes when made to the form, it still displays as completed translation. So we will need to test your site in minimal settings. Do you have a staging site where we can disable all plugins other than WP FOrms and WPML and temporarily switch to a default theme? If not, let me know and we can set one up for youl

When you deployed the site from dev to production, did you update the site key? You should have both the dev site and the production site URLs registered in http://www.wpml.org/account/sites, and each site should have its respective site keys registered. This could be why the issue is happening on the live site. To check, please go to Plugins -> Add New -> Commercial and click Check for Updates. If it is correctly registered you should not see any errors there.

As I mentioned previously, I need to be able to test your site in minimal settings (only WPML plugins active with WP Forms and a default theme). Is that something you can test on your live site? You mentioned you have staging but the issue doesn't happen there.

If you cannot test on the live site let me know and I can set up a staging site for you.
