This thread is resolved. Here is a description of the problem and solution.

Problem:
After migrating a website to a live server, the client is facing an error indicating that the WPML Forms config file does not exist.
Solution:
We recommend checking if there is any interference with form translation on the live site, possibly from other plugins or the way Elementor templates are set up and forms are inserted. It's important to translate not only the form but also the page and the template. We suggest using a test site to enable themes and plugins one by one to identify the cause of the issue. Once the problematic component is identified, further troubleshooting can be conducted. If you're experiencing this issue, we recommend following these steps and checking your setup.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket at WPML support forum for further assistance.

Thanks so much for migrating the site. I found that in the test site, with minimal settings, everything is translated as expected with WP Forms. Please check the following page where I created a test page and insert a form shortcode. I then translated the page and I can see the form translations there:

This indicates that on your live site, there is something interfering with the form translation. It could be a plugin, or it could be how you are setting up your Elementor templates and inserting the from. Keep in mind that when using templates, you will need to translate the form, the page and the template.

Feel free to use this test site to enable theme/plugins so that you can discover when the issue returns. Then, once you know the cause of the conflict, we can further troubleshoot. You can use your site's regular credentials to login at hidden link

Please let me know what you find after enabling your live theme and other plugins.
