This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing an issue where VAT is not removed from shipping costs for B2B orders to other EU countries, despite the customer entering and validating their VAT number. This problem occurs only when the updated version of WPML Multilingual & Multicurrency for WooCommerce is activated.
Solution:
We recommended the client to downgrade the 'WPML Multilingual & Multicurrency for WooCommerce' to version 5.4.0, which resolved the issue. If you're experiencing this, we recommend trying to downgrade to this version. Please ensure to back up your site before making any changes. If this solution does not resolve your issue or seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket at WPML support forum for further assistance.

Background of the issue:
I am trying to ensure that VAT is not applied to shipping costs for B2B orders to other EU countries when a customer enters and validates their VAT number. We use WooCommerce, WPML, WPML Multilingual & Multicurrency for WooCommerce, and WooCommerce European (EU, UK, etc.) VAT / IVA Compliance. The issue can be seen on this page: hidden link. More information about the VAT compliance plugin can be found here: hidden link.

Symptoms:
After updating the plugins, VAT is removed from items but not from the shipping fee for B2B orders to other EU countries. The issue occurs only when the updated version of WPML Multilingual & Multicurrency for WooCommerce is activated. The VAT is not removed from the shipping cost when the local checkout country matches the billing country and the customer has added valid VAT number.

Questions:
Why is VAT being applied to shipping costs for B2B orders despite a valid VAT number?
Is there a known bug in the latest version of WPML Multilingual & Multicurrency for WooCommerce affecting VAT calculations?

Hello,

I tried to downgrade the "WPML Multilingual & Multicurrency for WooCommerce" to version 5.4.0 as suggested and now it's working correct again.
The VAT is removed on the shipping for B2B orders to EU customers with validated VAT number.

I asked ChatGPT to compare 5.4.0. with latest version 5.5.1.1 if this could be useful for you in making your plugin compatible with EU laws for VAT exempt for B2B sales to other EU countries than your own EU country.

Thanks for your reply. I would need to escalate this. Could you please share access to your staging site so that I can show the comparison with our 2nd Tier Support? Also, please deactivate plugins that are not related and remove sensitive data from your Website.

Your upcoming reply will be treated with confidentiality and will only be visible to you and me.

✙ To resolve the issue, I may need your consent to deactivate and reactivate plugins and the theme, as well as make configuration changes on the site if necessary. This emphasizes the significance of having a backup.

Thanks for your reply. I've updated all WPML plugins, including WCM,L and it seems to work when I tested it again. Could you recheck? I've attached a screenshot for your reference.

It's working now with the latest version of WPML and WPML Multilingual & Multicurrency for WooCommerce.

I were not able to update higher than 5.5.1.1 (Multilingual & Multicurrency) with the "update button" in WordPress – I did upload the latest plugin versions manually on the live website.
