By default, WPML will only allow users with the administrator role to access String Translation. That said, there are plugins in the WordPress repository that can help you create new roles and/or add permissions to certain roles allowing you to achieve your goal. One of these plugin is https://wordpress.org/plugins/user-role-editor/ My colleagues will continue with this ticket if you need further assistance.
