This thread is resolved. Here is a description of the problem and solution.

Problem:

The String Translation is not working, and the dashboard shows a notification to update WPML plugins.

Solution:

Please go to Plugins -> Add new -> Commercial and click the button "Search for updates". Now select the Plugins String Translation and Translation Management and update them to the latest version. Also make sure to select the checkbox for activating the plugins after download.
