I am trying to install plugin on my local pc, but i get error messages Plugin installation failed.

Thank you for contacting WPML Support. Could you please follow the below steps and let me know how it goes:
1. As a precaution, please take a complete backup of your site for safety reasons.
2. Please make sure the minimum requirements for WPML are met:https://wpml.org/home/minimum-requirements/
3. Please make sure you are using the latest version of the theme and plugins on your site.
4. If the issue still persists, enable error reporting on your site to examine the latest error log. To do so, open your ‘wp-config.php’ file and look for ‘define(‘WP_DEBUG’, false);’ . Replace it with the following code:
// Enable WP_DEBUG mode
define( 'WP_DEBUG', true );
// Enable Debug logging to the /wp-content/debug.log file
define( 'WP_DEBUG_LOG', true );
// Disable display of errors and warnings
define( 'WP_DEBUG_DISPLAY', false );
@ini_set( 'display_errors', 0 );
define( 'SCRIPT_DEBUG', true );
After adding the above code, attempt to activate the WPML plugins again, and check if it generates a debug.log file in the wp-content directory. Please share its contents with us.

Thanks for the additional details and screenshots. Could you please follow the below steps and let me know how it goes:
1. Go to Plugins >> Add new > Commercial tab and click the ‘Unregister WPML from this site’ link if that link exists.
If the issue still persists, please delete the existing key and create a new one by following the below steps:
1. Please login to your WPML account >> Go to the Sites page.

If the above steps don’t help, please try to install the plugin manually by following the below steps:https://wpml.org/account/downloads/ and download the WPML Multilingual CMS and other Plugins.https://wpml.org/faq/how-to-manually-install-wordpress-plugins/

Sorry for the delay. My weekend was on Friday and Saturday, but I'll be quicker to respond from now on. Could you please follow the below steps:
1. Please try downloading the WPML plugins directly from your wpml account at https://wpml.org/account/downloads/ . Let me know if you can download them from there or if you're still having issues.
2. If you're still unable to download, please give me temporary access to your wpml.org account so we can investigate further. I’ve enabled the private input box for your next reply.
3. If you can download the plugins from your wpml.org account, the problem might be a connection issue between your local site and WPML servers. I suggest manually installing WPML plugins as I mentioned earlier. Alternatively, if you can move your site to an online server and share the access with me, it would help in diagnosing this issue.
Please inform me about the results of these steps.

I cant download manualy, i dont have that option

I managed to download plugins and install it manually, I guess the problem was that I kept the page on an external drive and I use a mac.
