This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to register WPML on a local development site without an external URL using a dev site license.
Solution:
We recommend registering WPML using the local URL of the site, ensuring to include the complete URL, such as

http://localhost/wpml-test

or

http://wpmltest.local

It's important to include "http://" in the URL. If there are issues obtaining updates, the client can download the latest versions of our plugins from our downloads page.
Please note that the Multilingual CMS account allows the registration of up to 3 websites, which typically includes one development and one production site per website. If the client needs further assistance, we suggest checking related known issues, verifying the version of the permanent fix, and confirming that the latest versions of themes and plugins are installed. If the solution provided here is outdated or not applicable, please open a new support ticket on our support forum.

Is there any documentation that you are following? I have searched the support forums and installation site but did not find any solutions

Is there a similar example that we can see?

What is the link to your site? It is local, no web address.

Hello, my dev site is run locally in my home, it does not have a url to access externally. How can I register it using one of my dev site licenses?

Hello,

You should be able to register WPML in order top receive automatic updates, with the local URL of your site:

For example:
hidden link
or
hidden link

Only make sure to use a complete URL incl "hidden link"

As you should be able to see on the screenshot, I actually have myself an install of WPML registered on Local by Flywheel.

As alternative you als could download the latest versions of our plugins here, of needed:

https://wpml.org/account/downloads/

Thanks Andreas, I will give it a try using localhost.

I'm curious though, what do you mean as an alternative I can download the latest version of the plugin from that link? Does that bypass the need to register on the dev site?

No, I am sorry for the misunderstanding. I just mentioned that you can download the plugins at wpml.org, in case you got problems obtaining updates.

In fact all new installs of WPML since version 4.5 do need a site key registered on wpml.org.

Just make sure to enter the complete URL and it should work, but take note that your Multilingual CMS account will only allow the registration of 3 websites, and as far I am aware you can only register one dev and one production site per website.
