The number of credits required to translate a site does not depend on the number of products but on the number of words you need to translate. i.e. images do not take up translation credits but product descriptions do! Simple products will require less credits than variable products. It also depends on the translation engine and the number of target languages you intend to translate with/to.
90K credits is enough to get you started – but I would be diligent in knowing your data size well to get a realistic idea of the translation budget you need.

Probably not. If your site uses any kind of contact form, has a navigation menu, or uses any plugin that has plugin options, you will need to use String Translation fo these elements to appear correctly in the additional languages.

With the CMS subscription, you can use WPML on a total of 12 websites: 3 “production” and 9 “development”.
The difference between the “production” and “development” sites is a banner which appears on the front page. The functionality is the same otherwise.
