This thread is resolved. Here is a description of the problem and solution.
Problem: The client is concerned about the authorization of WPML to resell API access from Google/Deepl/Microsoft for translation services, due to restrictions on API reselling by these providers. Solution: We clarified that when purchasing WPML translation credits, the client is not buying direct API access or credentials to Google Translate, DeepL, or Microsoft Translator. Instead, they are paying for a WPML translation service that uses these APIs internally on our behalf. WPML holds its own commercial agreements and API credentials with these providers, and the system consumes translations via WPML’s licensed integration — not by reselling or redistributing the APIs themselves. This ensures that there is no risk of the credits becoming unusable due to API reselling restrictions, as WPML manages all API access directly within its own system and licensing.

Background of the issue:
I am about to purchase WPML translation tokens for our site to get it translated into additional languages. I was asked to confirm that WPML is authorized by Google/Deepl/Microsoft to resell their API to ensure that the credits I purchase won't be unusable in case you get restricted or to avoid any issues for us.
Since apparently Google does not allow reselling their API hidden link and deepl hidden link
>Customer is not entitled to repackage or resell access credentials or its access to the Services to any third parties unless expressly agreed upon otherwise.
(we're not planning to use the Microsoft API, so I didn't check that)
Symptoms:
There is concern about the authorization of WPML to resell API access from Google/Deepl/Microsoft, as Google does not allow reselling their API and Deepl has restrictions on repackaging or reselling access credentials.
Questions:
Can you provide documentation confirming your authorization to resell API access so I can get the purchase for the WPML translation tokens approved
I understand your concern, however, we don't directly resell the API.
This is an answer our accounts team provided to another client regarding this question.
"WPML’s Advanced Translation Editor includes a number of features, one of which is automatic translation. We do not directly resell Google’s translation API."

You’re right that WPML’s automatic translation feature uses third-party translation engines such as Google Translate, DeepL, and Microsoft Translator. However, when you purchase WPML translation credits, you are not buying API access or credentials to those providers.
Instead, you’re paying for a WPML translation service that uses those APIs internally on your behalf. WPML holds its own commercial agreements and API credentials with those providers, and the system consumes translations via WPML’s licensed integration — not by reselling or redistributing the APIs themselves.
In other words,
* You are not getting direct access to Google’s, DeepL’s, or Microsoft’s APIs.
* WPML is not reselling API access or credentials.
* The credits you purchase pay for the usage of WPML’s translation feature, which internally calls those services under WPML’s own authorized usage terms.
Because of this structure, there is no risk of your credits becoming unusable even if API reselling restrictions exist — WPML manages all API access directly within its own system and licensing.
The same applies to hidden link, which is part of WPML’s translation infrastructure and operates under the same authorization and integration model.
PTC harnesses the power of OpenAI’s API to further enhance translation quality. This integration follows the same model — WPML manages the API access internally under its own license with OpenAI, without reselling or transferring API credentials.
