Background of the issue:
I am trying to add the language switcher to the top bar of the standard WP theme 2024. As you know, this theme has no menu. So I go in the editor and expect to have the block 'language switcher' there like explained on this page: https://wpml.org/documentation/getting-started-guide/language-setup/language-switcher-options/. But this block is not there.
Symptoms:
Under WPML / Translations, it shows that the language switcher is not enabled because there are no widget areas.

How do I add the language switcher to the top bar on theme 2024?
Why is the 'language switcher' block not appearing in the editor as explained in the documentation?
How can I enable the language switcher if there are no widget areas?
