[Решено] My translated menu can't be edited

Background of the issue:
I'm trying to update my German menu (the primary language is English) on my WordPress site. The issue can be seen at: скрытая ссылка

The translated menu isn't available, and I get the message: 'Create your first menu below.'

Why can't I edit my translated German menu?
How can I make the German menu appear like the English version?
