PTC charging to translate content it has already translated

davidF-18	PTC wants me to pay for the re-translation of an entire page that it has already translated once. The only changes I am making are 1. Hiding a button. 2. Changing a date by one day. 3. Updating a logo. But PTC says I need to translate 765 words to the three translated languages. These changes do not require the entire content of the page to be re-translated. Why am I being charged for unnecessary translations? And is this going to be the case every time I make a minor change?
