Background of the issue:
I am trying to fix a language issue on my site الرابط المخفي. Some translations are in the wrong order, with English text showing the German flag and vice versa. The field to change the language is not active.

Symptoms:
Translations are mixed up with English text showing the German flag and German text showing the English flag. The option to switch the language is not active.
