Background of the issue:
I am working with an external translation company that uses their own translation software to export and import XLIFF files onto our site. They have completed translating a large site for us. The translations appear on the front end but not in the translation editor, preventing us from updating any pages. I have tried troubleshooting tools and switching to the classic editor, which initially shows no translations. After making a small change and reopening the classic editor, some translations appear but not all. We are going live with the site next week and need to resolve this issue urgently.

Symptoms:
Translations are appearing on the front end but do not appear in the translation editor. When switching to the classic editor, initially no translations appear, and after making a small change, only some translations appear. Expected to see all translations in the translation editor but got empty boxes or partial translations.
