[Решено] I cannot update or donwload the WPML components

Background of the issue:
I am trying to update WPML components. I attempted to uninstall and reinstall, but now I can only install the installer.

Symptoms:
I cannot update or download the WPML components. After uninstalling and reinstalling, I cannot install anything besides the installer.

Questions:
Why can't I update or download WPML components?
How can I install other components besides the installer?
