Background of the issue:
I am trying to install the WPML multilingual CMS on a site under development. I initially attempted installation through OTGS, which resulted in an error. I then manually downloaded the plugin and tried installing it via the WordPress interface, encountering another error. Finally, I manually installed it through cPanel, but activation resulted fatal error

Symptoms:
Error messages during installation: 'Could not copy file. (sitepress-multilingual-cms/vendor/otgs/installer/includes/class-translation-service-info.php)' and 'Could not copy file. sitepress-multilingual-cms/vendor/otgs/installer/includes/class-otgs-installer-plugins-page-notice.php'. Fatal error upon activation. and 'Plugin could not be activated because it triggered a fatal error.'
