Background of the issue:
I am trying to translate pages on a site under development using the WPML plugin with Divi. I am following documentation that instructs me to enable the Translation Editor by going to the WPML -> Translation Management page.

Symptoms:
I can't find the 'Translation Management page' in the WPML plugin on WordPress, and I'm not able to translate the pages.

Questions:
Where can I find the Translation Management page in the WPML plugin?
