[נפתר] I can't download wpml translation strings and translation management

Background of the issue:
I am trying to download WPML string translation and translation management for my site קישור נסתר. I have deleted the plugins and the WPML key, made a new key, uploaded again, and reactivated, but nothing helps.

Symptoms:
In the tool set, I get the recommendation to download WPML string translation and translation management, but they are not on the WPML download list.

Questions:
Why are WPML string translation and translation management not appearing on the download list?
What steps should I take if reactivating the plugins and key does not resolve the issue?
