Background of the issue:
I am trying to display both languages in the language switcher on every page of my website קישור נסתר, regardless of whether the page has a translation. For example, on the page קישור נסתר, I can only see English in the language switcher, but French is missing. The website supports two languages, and I need to display both languages in the language switcher at all times.

Symptoms:
The language switcher only shows the current page language instead of displaying both available languages.

Questions:
How can I configure the language switcher to display both languages on every page, even if a translation is not available?
