Background of the issue:
I am trying to translate the header and footer sections of my WordPress site into German using WPML. These sections are built using custom HTML, and some of the content is hardcoded within the theme files (header.php and footer.php) or added via widgets/Elementor. While I successfully translated other parts of the site using automatic and manual translation, I need help translating these specific custom HTML elements so they display correctly in German.

Symptoms:
The header and footer sections do not appear automatically in String Translation, making it difficult to translate custom HTML content within these sections.

Questions:
How can I translate custom HTML content in the header and footer using WPML?
Why are the header and footer sections not appearing in String Translation?
