I am trying to get string translation to work without having to activate the 'Register strings for automatic translation' mode. I have tried disabling all plugins and changing the default theme. I also looked through many articles and tried their recommendations, but it still doesn't work. String translation only works when the 'Register strings for automatic translation' mode is activated. I expected to see translated lines in Swedish, but instead, I saw English strings in Swedish.

Why does string translation only work when 'Register strings for automatic translation' mode is activated?
How can I get string translation to work without activating this mode?
