Background of the issue:
I am working on a development site with English and German (German is the default language). The ACF field group has one field called 'testtext' and is set to 'Same fields across languages' and 'Do not make 'Field Groups' translatable'. I want this testtext field to copy the values from the default language to all other languages. The field is always empty when I change the language, and the value is not copied. The field 'testtext' is also not appearing in WPML -> Settings -> Custom Fields Translation. Using the wpml-config.xml manually is also not working for this field.
Symptoms:
The ACF option page fields cannot be copied, and the 'testtext' field is not appearing in WPML -> Settings -> Custom Fields Translation.

Why is the 'testtext' field not appearing in WPML -> Settings -> Custom Fields Translation?
Why is the value of the 'testtext' field not being copied to other languages?
