[נפתר] Linking to a different language of a translated page

Background of the issue:
I'm viewing a Dutch language page and trying to link to the English version of a page that has a Dutch translation, but it always resolves to the Dutch version of the page. The issue can be seen at קישור נסתר.

Symptoms:
Instead of going to the English version of the page, I am linked to another page.

Questions:
Why does the link resolve to the Dutch version instead of the English version?
How can I ensure the link directs to the correct language version of the page?
