If you prefer to translate all categories in one step, you could assign all categories to one product and send this product for automatic translation. For syncing issues, a sync button will appear at the bottom of the section inside WPML > Taxonomies Translation when selecting a taxonomy to translate.

After adding these fields, sort your spreadsheet based on _wpml_import_translation_group to group the English term with its translations.
