Background of the issue:
I am trying to find out why the ACF field translation queue appears not to be processed. I was checking the queue in the admin toolbar in WordPress (wp-admin-bar-ate-status-bar-badge).

Symptoms:
The number of items in the queue is not reducing. It's always so many items in the queue and nothing moves on.

Questions:
Why is the ACF field translation queue not being processed?
How can I reduce the number of items in the translation queue?
