Site users can't see translation jobs

scottM-26	New site admin can't see any existing translations that need to be updated. Not a single translation appears in this site admins feed under WPML --> Translations. I've emptied both site cache and WPML cache, that did not work. I added this new admin as a translation manager, and not as a translation manager, still no translated jobs appear for this admin. I tried giving this admin specific privileges to translate from English to Cambodian/Khmer, that did not work and still no translations appear for this admin. How do I make this work?

I've emptied both site cache and WPML cache, that did not work. I added this new admin as a translation manager, and not as a translation manager, still no translated jobs appear for this admin. How do I make this work?
