Background of the issue:
I am trying to sync the menus. It seems to have added it to the display for each language. Also, when switching languages, it doesn't seem to show the correct menu.

Symptoms:
I expected to see a list of all menus for each language. Instead, I got the menu 4x in each language.

Questions:
Why is the menu being added multiple times for each language?
Why doesn't the correct menu show when switching languages?
