[Fechado] WPML tab visibility

Background of the issue:
I am trying to use WPML on my site link oculto. I believe I have installed the plugin properly.

Symptoms:
The WPML tab is not appearing, only the OTGS installer is visible.

Questions:
Why is the WPML tab not appearing after installation?
