category permalink only work for one language

If I go to Settings > permalinks and save the page when the language is set to French, then only French categories are working. If I do it in English, only English categories are working. Questions: Why does the permalink only work for one language at a time? How can I ensure that categories display correctly in both languages?

Background of the issue:
