Background of the issue:
I am trying to translate the site's global footer (as applied via the Divi theme builder). We have tried translating the strings associated with it, the media associated with it, and the saved layout. We have also checked the settings to ensure that footers and theme builder are set to Translatable, and we have tested plugins by turning them all off to no avail. I've also searched past tickets and followed all suggestions there, but am annoyed that we can't try one of the most frequent suggestions (our Translation Manager won't send jobs out of the Translation Basket).
