Background of the issue:
I am trying to translate the button label in my sticky add to cart block on a site under development. I am using a custom function 'artisannel_custom_sticky_add_to_cart_bar' to display a sticky add to cart bar on product pages. The function includes code to retrieve the translated 'Add to Cart' text using WPML's 'apply_filters' function.

Symptoms:
The translation of the button label in the sticky add to cart block is not working for me.
