Background of the issue:
I am developing a site and trying to ensure that all media in the English media library is available in other languages. Previously, I used WPML > Settings > Media Translation to manage this by checking options like 'Translate existing media in all languages', 'Duplicate existing media for translated content', and 'Duplicate the featured images for translated content'.
Symptoms:
The usual media translation options in WPML are no longer present, resulting in only 20 images available in other languages out of 89 in the English media library.
Questions:
Why are the media translation options no longer present in WPML?
How can I ensure all media is available in all languages without these options?
