I am unable to unlock or change them to 'once'. Previously, there was an option with each field to choose this setting. Symptoms:
Fields are locked and cannot be changed from being copied or synchronized across languages. No option is available to unlock or change the setting.

How can I unlock or change the field settings to 'once'?
