Background of the issue:
Exclude all external translators from Automatic Translations under any circumstance.
We have unchecked all our external translators on the "Who can use Automatic Translations" setting in WPML, since that defeats the purpose of having the translator in the first place. The owner of the site wants to use automatic translation using the Pay As You Go feature, but as soon as he enables it - all the translators - who are already explicitly excluded from using Automatic Translation, get the option to use it in the WPML editor, incurring extra unwanted costs.
