Background of the issue:
I am working on a site under development and trying to translate articles using WPML. I am on a pay-as-you-go plan.

Symptoms:
When I'm trying to translate the articles, it's showing me to buy more credits.

Questions:
Why am I being prompted to buy more credits when I am on a pay-as-you-go plan?
