Overview of the Issue
If you add thumbnails to WooCommerce Product Categories and then translate those categories, the thumbnail isn’t copied over to the translations, where a placeholder is shown instead.
Workaround
This issue is fixed. Updating to the latest version solves it on your site, so you only need this workaround if you can’t update yet.
WooCommerce manages these thumbnails with a taxonomy term meta field “thumbnail_id”.
By default it is set to “Don’t translate”.
Go to WPMLSettingsCustom Term Meta Translation and set the field to “Copy”.
We are reviewing this setting and may switch to use Copy by default. If you wanted different thumbnails for different languages, you would need to set this to Translate.
