Background of the issue:
I am trying to use the language switcher in the footer of my website. Here is the link to the page where the issue can be seen: enlace oculto.

Symptoms:
When I hover over the language I want to switch to, it doesn't appear as a hyperlink.... Only the language i'm currently viewing.

Questions:
Why doesn't the language switcher appear as a hyperlink when I hover over it?
