Automatic Translation Credits not appearing on site

kateH-7	Background of the issue: When i go Translation Management -> Tools -> Automatic Translation it only shows the option to Copy Migration code. it doesnt show the option to see the Connected Sites or any other option. We have assigned 69000 credits to totara.com in our account, but it does not show in the CMS that the site has any credits. Symptoms: Questions: How can we get access to these translation credits? Why can't we see the connected sites or any other account information in that Tools section?
