Knowledge base does not allow for translations

Symptoms: When I open the Knowledge base menu item, I see only pages but no option to add translations. This view is different from when I open the pages menu item. Background of the issue:
I am developing a site and using WPML. I have an extra entry in the WP sidebar dashboard called Knowledge base.

Symptoms:
When I open the Knowledge base menu item, I see only pages but no option to add translations. This view is different from when I open the pages menu item.

Questions:
Why is there no option to add translations in the Knowledge base menu item?
How can I add translations to the Knowledge base pages?
