Background of the issue:
I am a WPML consultant setting up a website with WPML for my client. We decided to completely remove WPML and start fresh due to issues with the glossary. I followed the instructions on https://wpml.org/faq/how-to-completely-remove-a-language-from-your-site/ to remove WPML.

Symptoms:
After removing WPML and its database tables, certain elements such as post category translations, product categories, product attributes, navigation menus, and media were not removed and appeared mixed. Additionally, upon re-installing WPML and adding the removed language again, old translations from the glossary were still being used, indicating possible caching.

Questions:
Why were some elements like post category translations and product categories not removed despite following the removal process?
How can I ensure that all components of WPML are completely removed when I uninstall it?
What steps should be taken to prevent old translations from being used after re-installing WPML?

It would also be nice if there was an option to a) use existing translations in the account/cache when retranslating to a specific language, or b) choose to run a completely new translation, and not use the existing cache in the account.
