For the translation to work properly, the language of the original string needs to have the right language assigned to it,

In that case, you will need to change the language of the string before translating it like described here : https://wpml.org/documentation/getting-started-guide/string-translation/how-to-change-the-source-language-of-strings/

Keep in mind that you cannot change the language of a translated string, so you will have to delete the string entirely and then resave it again so it can load again as untranslated under string translation,

Also, if you cannot change the language of an individual string, this means it is linked to a group of strings, under the text domain (in this example the text domain would be "elementor-4455"), in this case, filter by that text domain and select all the strings under this domain and change their language to Hebrew as a group.
