Background of the issue:
I am trying to use Jupiter X Version 4.7.8 with WPML Multilingual CMS Version 4.6.13 and Elementor 3.24.5 to edit the English header on my Elementor website. I need to add a language switcher to it. The issue is in the backend.

Symptoms:
When I try to open the English header in Elementor, it opens the header version of my default language instead. I also receive a message in the language tab stating: 'This document is a duplicate of Header and it is maintained by WPML. WPML will no longer synchronize this elementor_library with the original content.' I can't access the English header in Elementor.

Questions:
Why does the English header not open in Elementor?
