I know WPML translations work through the manager. I know you can duplicate a site and then work on it. Background of the issue:
I am developing a new site location. The site already exists elsewhere, but I want to rebuild new, to prevent maintaining old structures that we don't need anymore. I know WPML translations work through the manager. I know you can duplicate a site and then work on it.

Symptoms:
