Could you please check if there is a field named otgs_wpml_tm_ate_cloned_site_lock in your wp_options table? If it exists, try deleting that field and then check whether the setup wizard continues as expected.

Additionally, please try setting your website Permalinks to the WordPress default option (i.e., ?p=123) instead of any custom structure like “Post name,” and then see if the wizard proceeds normally.

Can you try now? I've added this into the wp-config.php

You can complete the wizard and remove that directive. We are already working on permanent fix for it and it should go into WPML 4.8.4 very soon.

I suggest using the same workaround on the production site so you can start translating your site.

This update will likely address only this issue with the wizard.
