Background of the issue:
I am using ACF custom fields for the header and footer on my WordPress site, which are set up as separate Theme Options pages. The fields are marked as translatable in the Field Group settings. I have translated the values into French using WPML, and the translations appear as completed in the backend.
Example: Header and Footer each have their own option fields, such as the footer text (screenshot: versteckter Link).

Symptoms:
On the frontend, the translated content does not appear; it always shows the default language content. In WPML Translation Management, some fields still show as 'In Progress'.
