Problem:
The client has five separate WordPress installations on the same domain and wants to know if they can use the Multilingual CMS Є99 Euros pack license across all these installations.
Solution:
We explained that the Multilingual CMS plan allows usage on up to 3 production sites and 9 development sites as detailed here: https://wpml.org/purchase/. Since the client has five separate live installations, they would need to purchase the Agency version of WPML, which provides enough licenses for all their installations. Hi there. As you will find here (https://wpml.org/purchase/), the Multilingual CMS plan allows you to use WPML on 3 production sites (live websites) and 9 development sites (staging/test websites). So if those URLs are live websites and not test sites, you will need a higher WPML plan. Regarding this "It's the same website for the same enterprise", I am not sure that I fully understand what you mean: is it a WordPress multisite, or are those separate websites (separate WordPress installs)? From what you mentioned, those are separate WordPress installs and that's not how WordPress + WPML works. You would need to have one single WordPress install and then set WPML up and add the secondary languages and then create/generate the translations for the default language content.
