The language switcher by default removes the languages that are not translated yet, but there's an option to send them to the home of that language if it doesn't exist. those are the only 2 options available for this behaviour. It seems this language switcher is a custom one, maybe from the theme and it's pre-set to send you to the home if no translations are made. There's no such thing as "do nothing" on a URL because that would make the user believe the site is broken.
