Background of the issue:
I am trying to address an issue with the ATE setting 'Translate all content automatically when the editor opens.' I disabled this setting in my account, but it does not seem to apply globally for all users.

Symptoms:
When the ATE setting is disabled by one user, it does not apply globally, and other users still see it enabled.

Questions:
Is the ATE setting 'Translate all content automatically when the editor opens' user-specific?
Is there a way to apply this setting globally across all users?
